Robert Scot Clifford, a partner in the firm's Pasadena
office, has 30 years of experience advising public agencies
and large non-profit institutions on issues including estate
planning, business and employment law, including employee
benefits, and related litigation. In addition, he represents
such clients in litigation and administrative proceedings
and has represented clients in more than 20 cases on appeal
before the California Courts of Appeal, the California Supreme
Court and the United States Court of Appeals for the Ninth
Circuit. Early in his career, Mr. Clifford worked as a Deputy
County Counsel in the Office of the County Counsel, Los Angeles
County, serving in the Courts and Law Enforcement Division
and the General Litigation Division.
Since 1990, Mr. Clifford has served as outside counsel for
the County of Los Angeles, performing a variety of employment-related
litigation and administrative matters for the Fire Department,
Department of Health Services, Probation Department, Coroner,
Department of Parks and Recreation, Department of Community
and Senior Citizens Services, and Department of Children’s
Services. He has handled cases before the EEOC, Civil Service
Commission, Employee Relations Commission, Chief Administrative
Office of the County of Los Angeles, and in federal and state
court. He has tried more than 100 state and federal court
cases.
He received his Juris Doctor degree from the Southwestern
University School of Law where he graduated in the top ten
percent of his class. At Southwestern he received American
Jurisprudence awards for excellence in the study of Corporations
and Criminal Law. Mr. Clifford obtained his undergraduate
degree from the University of California at Los Angeles with
a major in History.
Throughout his career, Mr. Clifford has been active in his
church and in various charitable and other service organizations.
He is a member and past president of the Wilshire Rotary
Club of Los Angeles and active in District Rotary committees.
He is on the Board of Managers of the Hollywood-Wilshire
Y.M.C.A. and was a member of the Wilshire Y.M.C.A. Board
of Managers serving as Board Chairman from 1982-1984. In
2000, he was honored in his community as one of the Larchmont
Chronicle's Men of Larchmont for his participation in community
affairs.
He is a member of the State Bar of California, as well as
the U.S. District Court: Central, Southern and Northern Districts
of California. He is admitted to practice in the U.S. Court
of Appeals, Ninth Circuit and the Supreme Court of the United
States.
Mr. Clifford is a member of the Los Angeles County Bar Association,
California Bar Association and National Lawyers Association.
